ctrl +4 keyboard shortcut for Notes greyed out?

When using the ctrl + keyboard shortcut, i can navigate to anything except for the notes. If i go to window (alt W)that shows all the shortcuts to the different modules, the notes ctrl 4 is grayed out and won't work. is there a reason for this?
