I see that the Pervasive client has something called a Cache engine which is off. Would turning this on speed up the client a bit so it wouldn't have to keep making network requests?
I'm running Maximizer 8 and Pervasive 8.6 with all updates

Leave it off. Having it on can cause a variety of nuisances, like empty pick-lists and so on.
