how come some entries are by-passed during a direct transfer? Whats the criteria?

Perhaps those records already exist in the target database. Choose the advanced button and select overwrite duplicates option see if all records transfer now. If not find a record that wasn't transfered and run Address Book Validation could be that record has an orphaned contact or opp, check that record after validation and try transfer again.
