Dial out issues

Most of my client calls are overseas which isn't hard living in NZ. Their numbers are stored with a leading '+' sign to indicate this.
I am expecting the "Long distance prefix" (00) I have set in my Dialing Preferences to be substituted for the '+'
Is this how it is supposed to work?
I wish it would.
