Has anyone had an experience that the user has 700+ e-mails in Outlook and can only view 239?

I'm afraid you have come up against a limitation of the Mapi interface, what I suspect has happened is that the command to retrieve the Email has timed out before the entire Inbox has been retrieved.
The solution to this is, either delete some mail
or if you have outlook installed in the Corporate and Workgroup mode then use Extended Mapi which will allow you to see the subfolders in the inbox, A few emails and a few subfolders will list a lot quicker than several hundred Emails.
There is one other solution, have you checked the box which says show unread only
