Precent Private Entries?

I don't want our sales reps to put in Private Entries.

I set up a rep and set "Allow Private Entries" = X. When I click "OK" the Access Rights show "Allow Private Entries" = checked. They user doesn't belong to any Security Groups.

Any ideas?
